is it allowed to divide a site into 2 equal portions

Hi forumites,
I and my friend are planning to buy 3 30*40 sites and equally divide the area among ourselves. I have the following questions regarding this:
1. Does doing so mean we are tampering with the approved layout plan?
2. How is the khata created for such sites?
3. What is the process to do this, i.e. which all govt offices do we need to visit for this?
4. How does the bank treat these sites for sanctioning composite loans?
