Adjacent Site Construction

I have a site in Bangalore South and yesterday I noticed that adjacent site owner has started his house construction. How do I make sure that he has not occupied my portion of site. All the foundation soil is dumped in my site and hence could not locate my site boundary stones. Please suggest how to measure my site dimensions in this situation, can I take any professional help, please share any phone numbers. Thanks in advance.
