Need info on eligibility for BDA site/flat

Hi,
My friend has a site which comes under a Gram Panchayat limit of Nelamangala Taluk.
He bought it from a private developer.
He is staying in Karnataka for more than 10 years.

Now, is he eligible to apply for BDA site/flat?
