is all D Group Site are BDA approved?

Hi All
I have seen some sites in D Group layout (near nagarabhavi) some of the sites are not having the BDA approval / BDA NOC documents; Kindly suggest is it good to proceed with it or not.

Is there any Legal litigation w.r.t D group sites?
