Do I need plan sanctions

Hi
The existing structure is built by bda sanction 25 years back the bda section was for ground + 1 fully built but due to monetary consideration currently only ground and half of first floor(1700sqft) is built can I built a room (400) the remaining half without taking Bbmp sanction.
