Two things - the reseller is selling a plot in phase 1 which was sold at 1800-2000 in 2008-2009 maybe. Developer is selling in phase 2 which is formed now. The reseller maybe selling based on the price he bought and developer at a new price for phase 2. Another thing is have you seen the location of both the plots? There are some plots in phase 1 which are towards the corner. These may be quoted less.
One more thing is when I decided to buy I had also seen similar ads for 2300 but when I called up they were quoting more or were from a real estate agent. Another thing about the price in phase 2 is when I spoke to lichfl who is financing the plot loans the price they were estimating was 2400. As you know banks estimate atleast 50 rupees less than market value or based on last agreement value. After I finished legal opinion and agreement etc which took 45 days a month ago LIC had revised the rate to around 2600.
I think if you have really liked the layout you should get the vacant plot numbers from the developer over email and also know the plot numbers of the reseller. There are a couple of ppl living here or almost finished construction whom I spoke to before purchasing.Then you could visit on weekends and talk to them. Keep both options open and go for the one you like, anyway whether from developer or from reseller you will be getting the documents verified from a good lawyer
