Khata Transfer can be delayed?

Hi,

Me and my friend have bought a site in BDA approved layout and the previous owner had a individual BDA A Khata. We plan to bi-furcate the site. The layout is not yet transferred to BBMP. For site-bifurcation, BDA charges high official fee.
My agent suggested that I wait for the layout to be transferred to BBMP and then apply for bi-furcation and Khata transfer as there is no official fee for bi-furcation in BBMP.

My question is - how long does it take for the layout to be transferred from BDA to BBMP? BDA has released all the sites including corner sites already.
Is there any risk in delaying the Khata transfer? I do not plan to construct immediately.
