stamp duty and registrations charges

Hi I am planning to purchase a independent house . The site area is 50*40 = 2000sqrft.But the house is built in 970 squreft only .
The guidance value given by the BBMP here is 2000- 3500 per squre ft .This is in D zone .
The questions i have are
1. Stamp duty is calculated based on buidup area or site area ?
2. BBMP has given a range of guidance value . so what will be the exact value per square ft they calculate ?whether it is 2000 or 3500?
