3~ 4 inch thick base for wardrobes

Dear all,
I have noticed people wont do the flooring (vitrified/granite/marble whatever) for the wardrobe designate area and also create a 4 inch or less thick base for wardrobes. Some do complete flooring without any base for wardrobes. Just build their wardrobes over the exisiting floor and no thick cement or concrete base. No lofts above wardrobes or lofts in kitchen. Everything will be handled with interiors.
My queries are as
1. Which of the above options are good and why {with thick base or without}
2. Without lofts in kitchen will these anchored/screwed ply/wood boxes will hold the weightsfor long or is it only for decorative
purpose and low weights?? Are there any methods to make it strong to hold weights?
