Need advice on applying Filterpipe on Borewell

Hi Team,
2 months back we drilled a borewell at Jayanagar 7th Block. To our bad luck we need to reach 850ft to find first source of water and drilled till 967ft where we saw 1/2inch water. To add to woe the casing pipe was installed upto 200ft. During drill we found that after casing pipe only one (loose/soft rock) rock we got till 850ft and then we hit the black rock till 920ft and finally red rock.
We checked at surrounding where the average drill was around 450~600 but to our bad luck and also due to wrong information by Geologist & copper wire method we lead to this case. To add more to the misery now the borewell is blocked from 230ft till bottom and water source is at 30ft from the ground. So that means we can withdraw only 700~800l from borewell. out of all one good news is that although we have removed entire water the next day the same water level is available and this we tested on two occasion.
We tried Air pressure method to remove the silt but it was of no use and borewell dweller insist us to go for wash to remove the silt through Tripod method till 500~600ft and asking us to go for filter pipe till 500ft so that the borewell life would be more as the borewell is surrounded by loose/soft rocks and borewell is in danger to be filled with silt.
He also insists we cannot pour rain water into borewell with current condition and if we need to re-use then filter pipe is the only option. So we are really not sure how to proceed as we already invested 2.15Lakh on borewell and still construction work not started. Moreover the filter pipe costs 160Rs/1ft so that means again we need to invest Rs. 78000/- which we see a challenge as we not sure about water source and the life.
Kindly suggest how can we proceed?
