Labour Card for Construction Workers

Dear All,
My house construction is happening in bangalore, Kalkere Channasandra. My Labour Contractor, barbending and centering guys are requesting my help for getting Labour cards done for them. They have recently started facing some issues finding work in Apartment construction etc, where Contractors are insisting on such cards.
I did a lot of google but could not get the exact information and procedure for the same. I came across the site below.

Can anyone here please guide me on the procedure for the same? I am trying to get this done for them purely in good faith. Request all of your help.
