This has only panchayat approval and is a small layout. Is panchayat approval sufficient ?

I am also interested in this project...Villa available on 30x40 site with 1552 sq ft built up area is available at 45 lakhs but they have only gram panchayat approvals and dena bank, dewan housing, canfin bank are giving loans.
Pls shed some more lights on it so that we can make up our mind...
