Tar Road for 4th Block

Hi, I have constructed 2BHK House at 4th Block near CPRI Compound. I could see roads are asphalted at all blocks, except 4th block. Any reason ?

Recently I saw metling done for the roads in IV block near to nice road.

4th block roads are asphalted now !
