which bank is best for offering site loan for A khata sites when it comes to interest rate & other conditions like pre-payment charges, processing charges etc etc..

Try SBI or Axis Bank.

SBI gives only for bda.. not for A khata site..
not all banks give only site loan for A khata

HDFC for sure....

Bt with respect to other things LIC-HFL is much better....
