what is BBMP A Katha approved

What is BBMP A Katha approved?
Most of the Developers or Sellers are simply saying that their property is BBMP Approved. When I ask what approval it has, some are saying they have A Katha and some are saying B katha.

To my understanding there should be a Town Planning Authority like BDA or BMRDA that needs to approve or develop a Layout.

So for all those properties that has BBMP A Katha, How are they acquired? Was there any Town Planning Authority like BDA/BMRDA in the Past (several years ago). So is it like Bangalore people in the past simply layed layouts in their agriculture lands, paid betterment charges to BBMP to legalize(regularize) in the name of A Katha and sell the to people?

There is so much of confusion.

If a property either a house or just a plot has a BBMP A Katha, then is it a genuine property with out any kind of legal problems? Can somebody go ahead and buy that property even though there is no approval from BDA or BBMP?

Few people are saying that with in 5 or 10 KM radius from Bangalore Center the Town planning authority is BMP, What is this BMP?

Why is there so much of Confusion and so many Government bodies doing the same thing, rather than simplifying things and making things more centralized?

BDA and BMRDA or one its sister organizations are layout plan approval authorities. BBMP Khata is no approval, it is a register or account to collect taxes for city maintenance. There have been cases in the past of demolition by BDA where unauthorized layouts were formed.
