1st floor construction with old plan approval

One of my friend has a question, he purchased house recently which is about 8 years old, this house has only ground floor but with plan approval of 1st floor also. But the previous owner has constructed only ground floor even though he has approval for 1st floor.
Now my friend after purchasing wanted to construct 1st floor, does he require taking new plan approval to construct on 1st floor, I know the plan approval is valid only for 2 years after approval.
Does it effect in anyway, if he construct with the old approval, how this can be a problem as he has previously approved copy, how govt. people know if he construct a house in 1st floor now, whether it was constructed now or previously constructed one.
