seeking help on A-katha site in battarahalli

Hello all,
I had looked at a site in KR Puram battarahalli. The site is 'A' katha, but other sites in the layout are not 'a' katha?
Is this possible to someone get 'a' katha only for his site ... there is a 40x60 site which is 'b' katha in the same layout
