My site is located in Sir M Vishveshwariah layout, it is still under BDA & not handed over BBMP.

Should I contact District Town Planning Authority to get approval for more than 1 kitchen?

I am planing to construct ground & first floor house on 60x40 BDA site. Layout is still under BDA & not handed over to BBMP. My architect dealing with BDA saying that, BDA allows only one kitchen per site irrespective of size of the site. He says BBMP allows 4 kitchens for 60x40 site
