One option I do not see many people doing, is using steel girder beams and columns instead of RCC.
Several advantages I can think of:
1. Faster construction
2. Less dependence on curing (since most builders try to hurry this phase)
3. In the future, easier to reclaim used steel and sell

Each floor needs a toilet too, which you can fit in the back of the 6' * 15' common area on each floor.

Ground floor: Two shops of 12' (facing road) X 15' (depth) approximately. That will leave (30 - 12*2) = 6' * 15' for staircase and lift for upper floors.
