If you could share the quatation it would be appropriate for the user's to guide you. Since it is very important to understand what is included in 1400/Sq ft. As per the current market a complete material contract should cost you b/w 1550- 1750/Sq ft.

As per you requirement, yes your construction range should be anywhere from 1.6 to 1.75.

As per govt norms between 3 and 3.5 ft has been approved. However depending on you requirement, usage and the construction constrains setback can be limited to 2 ft and this can be corrected in akrama sakrama.
