Buying Sand directly from PWD

Recently I come across an article saying Sand can be purchased by the end users directly from the district PWD Offices, and they have to arrange their own transportation to take the delivery. Dept says, usually no individual comes to buy from them directly, mostly because of the lack of information. Has anyone tried this ??
