Site at Thathaguni, Kanakapura Road

ok experts here is the topic that I am looking for an advise 
I came across a 3000 sqft, in an un-named layout in Thathaguni, after Devika Rani Estate and approx. 1.5 KM from NICE Road junction at Kanakapura Road.
The price is reachable to me here, and hence it is too difficult to let go with out checking everything. Seller informed me that this is a Gram Taha site, and I have received Sale Deed, Gram thana khata and tax paid receipts for last 2 years.
I need some advise as what are the documents that I need to ask him apart from this, and Is it a good idea to buy a gram panchayat site? It is not DC converted yet, and not a agricultural land too!! I am not sure what type of land it is
There are few houses in the surrounding and believe it or not they all have Kaveri water supply - legit ones! with meter!
This site was originally belonged to a guy who had 4 sons, after partition, one out of the four son`s sold it to a developer (approx 1 acre 10 ghuntas), developer sold it to public, total 17 sites. I am trying to buy from one of the buyers. It is complex I know
