Who decides the prices in this layout?

If private BDA approved layout then developer and if government alloted then government only.
These brokers are bullshit. If psft costs 2000, they will put 200-500 psft more. Those are all local people. They don't know how to do business. They want that much from you. If you pay then get site or else move on. All brokers are like that. Hahahaha...!!! See, brokerage rate is not more than 2% if deal is below 1 cr. If more then 1 cr then 1%. If more than 10 cr then 0.5%.
