Very nice going. Thanks for sharing the pictures. clearly Shows us different stages in construction of a house . I went through the material spec posted by you. As far i'm aware, you are currently using ultratech. what is the reason for changing the cement ?

What does the maestri mean by quality of cement is not good. Is he refering to setting time ? . check the manufacturing date of the cement that your contractor is using. Generally cement should be consumed with in 90 days from the manufactured date else it has to be tested for compressive strength. This is what is told in ultratech website

Mestri mentioned below reasons which i have not prior experience
Cement is not mixing properly with Sand
Color of the cement is very light
some other reason he is mentioned but not able to recollect

Anil,

Did you check the manufacturing date of cement ? Have you changed the cement ? I'm not sure how color of cement is effecting the cement. Since your's is a material contract, informing your contractor would change the cement easily. As per me Birla , ACC and Bharti are equally good
