From the photos it looks like they are the east-west roads of SMV 1st block only.
The 100ft double road which connects block 1 and 8 and parallel to NICE road, was already tarred sometime back. (after laying the water pipes)

Thanks Mr shanky,i read in news that Mr Shettar announced in the Vidhandasaudha that he release RS 292 Cr for development of our smv may be it takes one more yr to find basic amenities in smv.. if anyone interested to fight with govt for development of smv like oter BDA layouts let our forum know.

Had been to SMV 2 days back. Noticed that roads have been layed in 4th block. 1st block roads were being layed too. 5th block no roads yet, but it was being prepared for road laying work. Was also in contact with some brokers for a site. Quoted price was as follows, 4th block Rs 3600,5th block Rs 4200, 8th block Rs 4000, 1st block Rs 3600. Have decided on a property, will post more details once things are clearer. Sorry i did not take any pics.

However, any idea why the rate quoted in 1st block less compared to other blocks,
is it because all other blocks are in between already developed places and layouts ?

I thought always it was the other way round, 1st Block having the best price of the whole lot.
