I am limiting my comments to the design flaws only ,since other things could be as per requirement your architect would have done.There are many basic mistakes in the dwg.
1.First floor common toilet wash basin locations is not practical at all .U cannot scale down the fixture sizes to make them fit in the dwgs

2.All your beds are shown with head boards facing wardrobes or middle of the room , not sure about the intention behind it. If its vastu reason then i would suggest re look at your entire planning .If you cannot get a plan with perfect bed positioning there is no use of this design in total .
3.Utility in the ground floor is of no use except for cleaning utensils on floor (traditional old type ) , if you place a sink in the utility you cannot have washing machine and 3' width is really small rather i would suggest to reduce the kitchen size and make the utility usable
4.Utility is touching to the boundary wall and then you closed either sides of the utility there by you wont get any lighting if the neighbor also touches his building in the same point.If you dont provide a roof utility will be of no use when it rains , if you use poly carbonate sheet it becomes heat camber with no ventilation.
5. Laundry room is much bigger than common toilet in SF, you need more space to take bath not to wash cloths .
I sincerely suggest to re look at your plan in total than repairing it and spend more time to understand how the service areas( kitchen/ utility /toilets/ carparking etc) works in reality .
