Most sellers are unaware that they are selling to an agent. Or they may be need of immediate settlement. Only agents benefit from reseller agreements as you correctly say. I had a policy of buying only from direct seller and no agent. Towards the end, I did get frustrated and consider a few reseller sites also but the black money part stopped those on the tracks.

If govt regularizes more layouts, supply should increase and prices should drop or stay steady.
