Need opinion or legal view on a plot

Hi Friends
I had been to see a plot recently and needed ur help. I have seen a small layout with only 60-70 plots in it only plots no parks etc. The builder says it is BBMP approved. He has started laying roads, drainage etc. He has given me the documents also to get it verified. I dont have any knowledge of these documents.Can u please help me decide whether it is worth considering before I take actual legal opinion. The documents he has given are as below:
1. He says he has BBMP - A Khata - Is this a proper khata document?
2. He has given me DC conversion number and related documents.
3. He has given me sale deed copy and encumbrance upto 2008. Registration was done recently to his name.

The plot is about 1km or less from nice road, so does it require approval from BMICAPA? Can you please tell me your opinion whether this is safe and if there is anything else in particular i need to look at before deciding. The builder says loans are being provided by IDBI, LICHFL and process is in progress for approval from SBI.
there is an apartment some distance from this which claims it is approved by BMICAPA. I am planning to take a proper legal opinion but before that thought would try to get some help from u guys.

Can someone please tell me what could be the potential problems from buying a plot and constructing in this kind of layout?

Layout plan approved by gram panchayat in 2006, all taxes paid to BBMP, BBMP A khata available, sale deed and previous history available.
It would help me a lot in deciding whether i can take this further or drop it altogether. I am finding it difficult to decide who needs to approve what and wat documents are required to ensure things are ok

If you have decided to purchase the above refereed property , the basic documents which are required for scrutiny are forth coming .
For better opinion you consult your advocate .

Thank u very much for ur reply. Will not having a BDA\BMRDA approval cause any problems? Can i construct a house without any problems from BBMP in the future?

I got all the documents verified from an advocate i know. The advocate was of the opinion that all documents are ok. The land has been converted, layout approved by panchayat at that time (2006) and the seller has a BBMP A khata, and he has been paying taxes to BBMP for the past 1-2 years. Hence I can get khata in my name if it gets registered to my name. However he says he does not have a NOC from BDA . My advocate says NOC is not always necessary but nice to have. So now I am in a confused state. Any comments from members here will be useful to me.

I think its good to go property.jus ensure upto date taxes are paid.A khata adds a huge value.
