KHATA Issues for KNS Ojas- BDA Khata or GP Khata

Hi All,
We from KNS Ojas are facing a peculiar problem, right after registration we all obtained KHATAS from BDA and we are paying property tax to BDA till now, but the Local Grama Panchayath has issued a notice stating that the Grama Panchayath is the authority to collect property tax and issue building approval, now the GP is demanding that we pay property tax to them. Has anyone faced similar problem? The Layout is in Sulikere Village, Kengeri Hobli. It is a BDA Approved Layout. GP is saying BDA is the layout approving authority only.
