Nationalised Bank Loans for House Purchase in Bangalore

The Nationalised Banks offer Banks normally around 80% of Guidance Value of the property, based on the current value of the property for sale. Almost all salaried or self earning people find it difficult to mobilize the difference of guidance value and the agreed amount of purchase value.
I want to know whether any nationalized bank is lending agreed purchase value. Please post.
