Building plan approval

Hello Everyone,
Below are the queries with regards to construction on a 600sqft BDA allotted plot in JP Nagar 9th Phase 7th 'A' Block
(Location : near Raghuvanahalli, next to Pragathi layout)
Do we require a building plan approval as it is 600 sqft plot ?
Has BDA handed over this layout to BBMP ? If yes, could you please provide the confirmation (letter/order number)
Who will provide the building plan BBMP or BDA ?
What are the charges from the respective authorities (BBMP and BDA) ?
