Urgen Help Needed - Related to Common Area

Hello All,

I purchased a flat in Koramangala, Bangalore.My neighbor is erecting a Iron Grill between my flat backside (which will obstruct the passage when we go for painting or repairs etc) this falls in my apartment common area, when i complained to builder below is his response.

"We have not given permissions to any one in the apartment, hence we are not going to ask anyone to stop there Grill work. Please solve yourself with other flat owners help. We are not going to involve in this matter"

I would like know who will be responsible for Common Area Protection until the Apartment is the ready is it Builders? or the Flat Owners (We have not formed the association Yet). If it is builder's then I appreciate if you provide me any supporting documentation so that i can take this to the builder.
