New BESCOM connevtion for renovated house

Hello everybody,
I needed some help and advice regarding getting an electrical connection from BESCOM for our newly renovated house.
Ours is very old house where we had an overhead electrical connection from the main pole opposite our house.
Once renovation began we had to surrender the old meter and get a commercial meter for construction activities.
Now since our renovation is almost nearing completion we applied for a new meter with higher capacity ( 6kw) and we have also received a letter from BESCOM wherr we are asked to pay the amount via DD.
However BEsSCOM is not giving us permission to draw an overhead line like before and wants us to lay it underground.
However what is unfortunate is BBMP has laid the road newly and we are not getting permission to cut the road.
Any suggestions as to how to go about this ? We are stuck and I would be grateful to any help or advice
