Commercial construction - legal aspects info required

Is there any way to construct a commercial building on a BBMP (originally BDA approved) residential 40x60 site on 80 feet road? e.g. get change of land use and then get plan approval.
Otherwise what are the alternative options for building and utilising it for commercial activities?
