ADTP/BBMP construction approval processes for BDA Proeperty

I have house which was BDA (in HSR) 40 *60 with ground floor already constructed around 20 years back. The measurement of the site is more than 2400 SFT (40.5 X 60.5). I have approached BBMP office in HSR layout for checking the procedure for getting approval for first floor on existing ground floor.

One of the office guy (he may be agent) said if the property size is more than 40 X 60 (even it is more by 1 inch also) we need to go approach ADTP (Bommanahalli) office for their approval. I am not sure if what he said is authenticated. Can anyone suggest me what is ADTP (Bommanahalli) and do I need to really approach ADTP for construction approval?

Can some one suggest me what is the procedure (steps) for getting construction approval. Are there any one who can get this work done for me… if so how much it will cost for me ?
