Club house in Lake encroachment litigation

In a villa plot community, is it safe to buy villa plot though the club house in that layout has litigation for lake encroachment?

You need to check the layout sanction dwg for the same, if the club house site is shown as a CA site or actual club house. CA sites are mandatory areas to be shown to get layout permissions . CA - Civic amenities  sites are owned by BBMP and are meant to be used for public facilities like bbmp ward office, bescom office, community center etc...
In case CA site is under litigation then developers need to forgo some other site and handover it to BBMP. If the site is an actual club house marked site only then you can buy the other plots in the layout without any problem but you should be ready to lose the club house facility in future and check if the developer is collecting money for the club house facility separately .
