CC-Completion Certificate for Independent House buy

Hello All,

Is Completion Certificate or Occupancy Certificate required while buying an Independent newly built house?

I have read from other posts that Occupancy Certification is required while buying an apartment.

CC is required for all the building to have clear titles, but it will be issued by the competent authority, only if the builder has followed all the norms
& bye-law rules and any violation is within 5%.

OC is required only for the buildings having more than 5 units in a plot. Hence in majority of the cases, individual houses will not come into this
category. Again the bye-law & other norms will play a vital role for issuing the OC.

Usually most of the builders violate the setback rules and hence they don't even apply for CC or OC. They intentionally hide with the buyer
or asks the buyer to get it done after the registration.

But the builder/owner says CC is not for independent house. He has already got the BESCOM and BWSSB connections.
Please clarify if possible

CC is not mandatory for getting BESCOM Connection.
Only sanctioned plan, plot documents & Tax paid receipts & EC are good enough
BWSSB also same case.

Sanctioned Plan, Commencement Certificate & Completion Certificates (Occupancy certificate in case of
Multiple Units building) makes complete set of Documents.

I will check with the owner on Commencement Certificate & Completion Certificate ( So far he is denying by saying Completion Certificate is not for Independent house), I have received the Approved building plan.
