Vacant Site not cleaned complaint to BBMP

Hello All,
I have vacant site in east of bangalore. I had been maintaining the site every year especially after rainy season. Mainly cleaning grown up plants due to rain.
Today all of sudden received a call from one of resident in the same layout saying, layout association is planning to put a complaint to BBMP for not cleaning. And BBMP is going to put fine on the same prior no notice.
This layout is no more a private layout. This layout was formed atleast 15 years back and i was never asked to join the association since i bought site about 5 years back.
Appreciate if someone can throw light on what could be BBMP legal action in this case.
