Buying plot in Kempegowda layout - incentive sites / lease period

Looking to buying plot in Kempegowda layout.
There is a 10 year lease period on selling so it is only incentive sites that we can buy.
Are incentive sites a disadvantage to buy.
What should be careful of while buying incentive sites from documents and ownership perspective ?
