A khata for DC converted betterment charge paid layout

Hi ,
I have booked a site in a layout near MS palya .
Its DC converted and betterment charges are paid to BBMP for entire layout.
My question here is , whether we can A khata for each sites , since its DC converted and also betterment charges are already paid ?
