Authenticity of a village panchayath khata

Hello all,
Can someone advice me on how to verify the autheticity of a village panchayath khata? I have a village panchayath khata and want to show it to the BBMP guys and see whether I can get a A khatha.

I heard that if you have a correct village panchayath khata & DC conversion certificate then the BBMP is giving A khata after accepting betterment charges.

But when I went to the BBMP office (anjanapura) the guys there are not even ready to look into it!
