Regarding Royal Palm Layout

Hello All,
I want to know, if the Royal Palm Layout is DC converted? Can we get A-Khata for the sites in this layout?
Is it BDA approved layout? Has the developer paid the betterment charges ? Or do individual owners need to pay betterment charges?
If owners can apply for A-Khata, should they approach BBMP or BDA?
