Legality of Stilt Parking vs Partial Basement vs Basement in reidential construction

Hi ,

Is it leagal as per BBMP bylaws to have a partial basement parking where floor goes just 2 feet below ground level and 6 feet above ground is stilt ?

The model By laws of 2017 and also 2015 have left me utterly confused with reference to partial basement parking

I want to construct parking in one portion of my house with size 19'9'' X 16'' which goes 2'' below ground level and 6' feet above ground.
The general plinth height of rest of the house will be 3'. On top of this parking there will be a bedroom + bathroom . The purpose of this arrangement is that there should not be too much of level difference between the bedroom and rest of the house.

Both 2015 and 2017 documents talk of Basement parking where basement projection over ground should not be more then 1.2 meters.
Also it talks of stilt parking but does not mention anything about partial basement

Is the above arrangement of Parking going slightly below ( 2 or 2.5') ) normal ground level legally permitted ?

The plot area is approx. 3000 Sq feet so as per bylaws I can have a full basement as well however if I keep the height outside just 1.2 m ( 3 ' 11'')
to get the slab height as mandated 2.4 m ( 7.87 feet) I need to go deeper and constructing ramp etc will be hassle and more depth means more construction cost
