What is difference of NOC and Approved layout?

There is BDA/BIAPPA/BMRDA approved and NOC layout, what difference between this ?

NOC is just an assurance from the competent authority(like BDA) that this specified area is not notified for any of their present layout development projects. But it does not guarantee their future projects or Infrastructure development like widening Roads, Ring Roads, extensions for the present layouts adjacent to this land.....etc(as we see there are few BDA layouts which are defined as "Further Extension" in BSK 6th Stage, Sir M V Layouts which are nothing but formed at a later stage than the initially proposed layout area.

Approved layout is one, which is developed as per the prescriptions of the concerned competent authority like leaving around 51% of the project area for non-residential purpose i.e. Parks, common amenities, Roads, Drainage, STP, .....etc.

So if layout has NOC and they haven't constructed as per prescriptions they cannot get the approval latter. So both these two documents are required ie NOC says layout will be acquired for present development project with no gurantee, and Approval says it is developed as per prescriptions. Is that right?

People selling BIAPPA NOC layout but they are not safe as latter when we go for BIAPPA approval and layout not developed as per prescription laid by BIAPPA then it will become illegal layout. This assumption based on that BIAPPA prescription same as BDA leavig 51% open/general spaces. Is this right?

Do not get confused between two things.

Approved layout doesn't need NOC or the competent authority will not issue NOC for approved layouts.

Usually NOC will be taken by those layout developers who doesn't make their layout development as per the competent authority prescriptions and doesn't go for their layout approval. NOC is just a confidence building tool to the site buyers in a non-approved layouts.
