Green Belt - Residential Conversion

Hi All, One of My friend is having 1 acre of land in Mysore Road. He wants to give it for JV to some developers. He has got residential conversion before preparation of CDP 2015. But in CDP 2015 this area is mentioned as Green Belt. Just opposite to this land is BDA layout is there. One of the developers told since it is coming in green belt we cannot develop. Is it true? How to proceed further now?
