You also need to factor in the little stones and the boulders at 200 feet and boulders at 350 feet. These would cause headaches later when lifting the motor for repair. How do you know the amount was paid only in 2015. It is possible, that the full amount was paid to BDA within the stipulated time and the title deed (registration) was done in 2015. Many people who are short of funds would resort to delaying registration of site.

Ask the developer to give you a copy of the approved layout plan. The approved layout plan would clarify if the site in question is indeed a park or not.
