I have a mix of both MS and SS railings, all interior ones are SS, a small portion of the exterior railings are SS and remainder are MS. I am happy with them. But feel that they will (I mean the MS) will need to be painted frequently for better appearance and also to prevent rusting. If that helps a...

yes it is normal practice. They visit regularly with the hopes that you would break some rule and they can ding you a fine for it.
