Generally BDA Approval happens after the DC Conversion of the agricultural land. Many times DC Conversion order clearly specifies that applicant should get the Layout plan approved by BDA.

Definitely you should get the BDA NOC before going ahead with purchase. If it is marked for Peripheral ring road project, then even if owner got the BBMP Khatha, it wont help. Better you apply for BDA NOC for the specific survey number with BDA.

Dont plan to sell the DC Converted Site. better you go with Option 1 or take some risk and go ahead with construction in BDA Plot. You can consider constructing additional rooms on the current house if that is possible.

SMV Layout is relatively very near to city center. Prices will surely increase once the house construction activities accelerates.
