River sand if available and price is not high compared to M sand , use it for whole building . How much is the cost per M3 for each?

Wrong design. Since face wall is not straight whatever u do it dosent look good. Cheaper and best solution is to make a cover with 6mm cement board finished with wall paint, can use galvanised hollow tube structure for fixing.

Instead of one tank I would recommend 3 tanks each 10k which would be easy for installation and not need to replace if damaged. Since the cost are same I would recommend RCC .
