I am not sure about the technicality in your situation.
But it's not uncommon to have footings depth varying. The depth factor depends on the bearing capacity formula and geotechnical principles.
We have a couple of column footings deeper than others at our site.

I agree with @Laitha36. You need to check the property title flow of the property if its self acquired then getting signatures from Kins (Spouse or Children) is not required. 2. Note down the marking stones between your plot and adjacent plots.
3. Raise a Compound Wall
4. Get EC atleast yearly once (You can check this online as well these days) and ensure there are no changes.

You do not need Lift permission from BBMP, but it's always good to mention while plan approval/sanction if it's new construction. You would need approval from KSEI (refer to the below links). Usually, these approvals are obtained by the Lift Installers and they would be quoting those expenses in you...
